Basketball Rules

ALL Federation (NFHS) Rules will govern play for any rules not covered. Table of Contents:

**NFHS Basketball Rules will govern play for any rules not covered in these rules.

1.PLAYERS, SUBSTITUTIONS, AND EQUIPMENT

A.Each team consists of five (5) players, one of whom is the captain.
B.A team may start with a minimum of one (1) player. The game may continue with one player as long as in the official's opinion, that team still has a chance to win.
C.Everyone playing must have his/her name and jersey number on the score sheet before he/she enters the game. PENALTY: technical foul credited to captain of offending team.
D.Both teams must have their benches on the same side of the court, one team on each side of the scorer.
E.A substitute can only enter the game when the ball is dead, after they report to the scorer's bench, and after the official beckons him/her into the game.
F.A substitute may enter between quarters, at halftime, during a time-out, or any other dead ball situation. If done during free throws, they can enter before the final attempt in the sequence and after the final attempt has been converted.
G.A player who has been withdrawn or directed to leave the game shall not re-enter before the next opportunity to substitute after the clock has been started properly.
H.A player who is injured or is bleeding, has an open wound, has an excessive amount of blood on the uniform, must leave the game.
I.For indoor games only – athletic shoes with non-marking soles are allowed.
J.No jewelry and no hats are permitted. No taped ears.

2.SCORING AND TIMING REGULATIONS

A. Free Throw = 1 point
B.Field Goal = 2 points
C.3-Pointer = 3 points (court must be marked with a 3 point line and shot must be taken from behind that 3 point line in order for the attempt to be worth 3 points)
D.Each game will consist of four ten minute quarters and a five minute halftime.
E.The clock will run continuously. During the final 2 minutes of the fourth quarter, the clock will stop on all whistles. The clock will resume when the official puts the ball into play. If overtime is needed a new jump-ball will begin a five (5) minute overtime period. The last two (2) minutes of the period will be under a controlled clock.
F.Each team gets four (4) time-outs per game, two (2) full minute and two (2) 30-second time-outs. Teams will receive one (1) additional time-out in each overtime sessions. The clock stops during all time-outs.
G.Time-outs may be called by either team in possession of the ball, on any dead ball or after any made basket by either team providing the ball is not ready for play.
H.If teams call for a time-out and they don't have any left, they will receive the time-out but the opposing team will shoot 2 technical foul shots.
I.In the event of a timing error, the officials may correct it by running the clock or stopping it.

3.POINTS OF EMPHASIS

A.Any form of unsportsmanlike behavior, (i.e., trash talking, arguing with officials, taunting, or fighting) will not be tolerated, and may be grounds for immediate ejection from the game.
B.No one is allowed onto the court without permission from the official(s) in charge of the game.
C.Hand checking allows a player to obtain or maintain a position he/she couldn't without holding. Occasional touching is not a problem; the holding is a foul. This will be called tightly. Proper positioning is done with the forearm GENTLY.
D.While in the act of dribbling, the player may not allow the ball to come to rest in their hand. This is considered a Carry. High dribbling is allowed so long as players' hand remains atop the ball.
E.Jump balls will occur only at the beginning of the game and any overtime period(s). All other situations will be awarded on an alternating basis.
F.In closely guarded situations, when a five (5) second count has been reached, it will be a violation and the defensive team will be awarded the ball. This will only be called if the defense is contesting the offensive player. Once they reach this distance, the offensive player may not hold the ball for more than 5 seconds, dribble the ball for more than 5 seconds, and hold the ball again for more than 5 seconds. NOTE: five-second violations may only occur in the front court.
G.Teams have ten (10) seconds from the time they in-bound the ball to move the ball across half court. If they fail to do so, the ball is awarded to the opposing team. The ten second count begins when they possess the ball in bounds. It ends when they have possession in the front court.
H.Full court press and man to man defenses are allowed in all 4 quarters in all age groups.

4.CONDUCT OF PLAYERS & ADVISORY BOARD

A.If a player receives two technical fouls in one game, he/she will be ejected from the game. Any player, coach, or fan whose conduct is viewed by an official to be unruly or subject to penalty, will be dealt with by the Advisory Board consisting of the principle members of 4th Quarter Sports. Any decisions made by the Advisory Board are final.
